PAR is a California corporation providing clients throughout California and other western states with expertise in Cultural Resources Management and Environmental Planning. The company was founded in 1982 and is a certified woman-owned business enterprise. During the first several years in business, our work primarily focused on United States Department of Agriculture, Forest Service archaeological contracts in northwestern California. The company branched out to incorporate biology and environmental planning services in 1986, and continues to provide expertise in management and preparation of environmental documents for transportation projects throughout California.

The company is composed of two departments: Environmental Planning and Cultural Resources Management. Our planning staff works primarily on transportation and public works projects throughout California. We assist our clients with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), as well as Caltrans and the Federal Highways Administration (FHWA) guidelines. We understand the many different complex regulations and procedures that must be followed in gaining environmental clearance, and have successfully completed over 150 environmental documents and technical studies for infrastructure improvement projects in California.

The Cultural Resources Department works throughout California and has gained recent experience in Arizona, Oregon, Nevada, New Mexico, Oklahoma, Arkansas, Texas and Washington. We provide expertise in historic preservation, architectural history, history, historical archaeology, prehistoric archaeology, ethnography and Native American Consultation. We prepare documents for and assist clients on all aspects of the Section 106 process. Frequently prepared technical and management documents include Inventory and Evaluations of buildings and sites, Programmatic Agreements, Finding of Effects, Data Recovery and Burial Recovery Plans, Memorandum of Agreements, and HABS/HAER recordation. We also assist clients in preparing formal nominations for the National Register of Historic Places, California Register of Historic Resources and local registers, and prepare pamphlets, signage, exhibits and popular articles for public interpretation.

The company has continuously operated from its midtown Sacramento facilities for 35 years. Both our laboratory and main office are located in midtown Sacramento in close proximity to the State Capital and government offices. Our mission has always been to produce high quality documents for our clients and to publish the results of our work in popular, academic and professional society forums. The principals of the firm have a strong background in the natural and cultural planning issues of California, and both are available to assist clients to achieve their project goals.
